7月起新条例!小型装修须申请准证,缴交100令吉准证费及250令吉抵押金。


(雪兰莪.梳邦再也27日讯)为更有效管理梳邦再也市议会管辖范围内的建筑废料,该市议会将于7月1日起增设“小型装修工程”申请,限定欲进行小型装修工程的住家、商店及工厂业者在获得申请批准及缴交100令吉准证费及250令吉抵押金后,才能展开装修工程。

梳邦再也市议会主席诺莱妮今日在主持常月会议时表示,小型装修工程包括更换地砖及墙壁瓷砖、安装门窗、兴建烹饪台及厨房厨具、安装或更换石膏天花板、提升厕所、兴建不超过0.5公尺深的鱼池、兴建不超过1平方公尺的宠物屋、神龛、凉亭、绿屋或其他不影响建筑结构的小型工程。

她说,与大型装修工程有别的是,“小型装修工程”申请无需缴交工程师咨询费,业主只需浏览梳邦再也市议会官网,下载申请表格及填妥呈上即可。

他指出,我们发现许多小型装修工程的建筑废料没有妥善处理,仅随意丢弃在空地等地方。因此,我们要透过这项新措施,确定他们是将建筑废料丢到合法垃圾场,避免到处都出现建筑废料。

使用电缆塔下空地须先申请

此外,诺莱妮也提醒欲使用电缆塔下的空地者,必须向国能公司或土地局提出申请。她说,由于电缆塔下的土地拥有权分为两个种类,且任何人不容许在电缆下的空地兴建建筑物,大部分只能作为农业或停车场用途。

为了安全问题,使用者必须在使用前,先调查清楚及了解后才提出申请,获得批准后才开始使用该土地。

非法扩建计划漂白

另外,诺莱妮表示,梳邦再也市议会将在7月起开始执法,对付未完成非法扩建计划漂白的业主。她说,市议会已二度延长漂白计划的期限,让违例的业主能进行漂白工作,而该期限将于本月杪结束。

她也说,市议会甫成立一个“梳邦再也市议会慈善基金”,作为协助管辖区内的社群,尤其是B40族群之途。她说,这也可作为私人界或个人的企业社会责任活动。今年,我们将在移交10台电脑给居住在组屋的优秀生及协助组屋维修蓄水池等设备。

她说,由于该基金会甫成立不久,因此目前仍未有任何申请。不过,他们的能力有限,因此将会优先关注及处理组屋居民面对的问题。

其实每一个多层建筑物都必须有一个管理机构负责管理事务,惟许多组屋都没有管理机构,也没有偿债基金(Sinking Fund)。因此,当组屋的公共设备损坏时,他们根本没有资金维修。

她说,尽管市议会并没有协助维修私人产业,但有些组屋根本没有管理机构,当面对设备损坏时,只好向市议会求助。

THOSE wanting to carry out minor works within a building located within Subang Jaya Municipal Council’s (MPSJ) jurisdiction will have to pay a permit fee of RM100.

The ruling will be introduced next month and a deposit of RM250 is also required for the disposal of construction waste.

The owner of the building can apply for the permit from MPSJ without the need for an architect or engineer’s plan; they only have to fill in a form that can be downloaded via the council’s website.

MPSJ president Noraini Roslan announced this at the council’s full board meeting yesterday.

“We introduced this permit because construction waste from such works are not properly managed and often discarded illegally,” she said.

The permit is for all types of buildings, including residential, commercial and industrial.

Minor works encompass installation of tabletop, kitchen cabinet, plaster ceiling, door or window grille; tiling work; construction of fish pond, pet house, altar and hut or greenhouse of no more than one square metre.

At the meeting, a councillor raised the issue of utilising land where Tenaga Nasional Bhd (TNB) pylons are located.

“The council can consider applications such as agricultural use and for carparks.

“The applicant would need the council’s approval depending on the type of activity planned as well as approval either from TNB or the land office,” she said.

Noraini also announced that the deadline to get house renovations or extensions legalised would end this month.

She said there would be no further extension.

“After the deadline, we will take action against those with illegal renovations or extensions,” she added.

The council introduced the programme in March 2016 to allow homeowners to submit their renovation plans.

Homeowners pay a flat rate of RM500 and the plan processing fee, which could range from RM100 to RM1,000, depending on the type of extension as well as compound arrears.
